On 10 September 2023, in Libya, heavy rains generated by Storm Daniel (Rafferty 2023) caused massive flooding that claimed the lives of more than 4,300 people while more than 8,500 others were declared missing and an additional 42,045 people displaced (IOM 2023). The resultant loss of lives and properties and damage to the nation’s infrastructures could have been averted or better managed with proper climate finance mechanisms in place.
