In response to the COVID-19 outbreak in Nigeria, Gavi Alliance funded Sydani Group to provide critical technical support to the National Primary Health Care Development Agency (NPHCDA) with the focus on enhancing financial management and optimized supervision for the deployment of COVID-19 vaccinations. This partnership has yielded significant progress in the nation’s fight against the pandemic and the safeguarding of vulnerable population. The support seeks to fortify the deployment of COVID-19 vaccinations and efficient resource management at both the National and State levels. The Sydani team has continued to support the financial management of COVID-19 resources at the national level, supporting the NPHCDA finance working group and contributing to shaping the Nigerian COVID-19 fund disbursement process and accountability adopted by the country’s current COVID-19 deployment strategy (SCALES 3.0).
The project which commenced in January 2023 achieved several milestones in less than one year. These includes the support provided to the country to conceptualize and develop a performance-based payment system for COVID-19 deployment. The team continuously supported the implementation of the performance-based payment system by monitoring and ensuring accurate vaccination by teams is captured on EMID and used by the paying partners to make direct payments to team members qualified for payment.
The team also strengthened the existing COVID-19 payment system by ensuring vaccination teams are paid based on vaccinations conducted. Strategies were developed to improve the visibility of COVID-19 financial resources at the national level and stakeholder mapping was conducted at the national and state levels to identify key players and partners for the deployment of the COVID-19 vaccine. A detailed resource mapping was developed highlighting resources available for each state and thematic areas supported by donor partners and government for COVID-19 deployment. The team has also supported the development of financial proposals for the release of CDS funds (CDS3) to the country.
