Context
Through our immunization and PHC system transformation support to the National Primary Health Care Development Agency (NPHCDA) and the Nigerian Centre for Disease Control (NCDC), we have been at the fore of providing support to the country’s COVID-19 pandemic prevention and response. We provided technical assistance to the design and deployment of the COVID SCALES strategy across the 37 states of the country. SCALES is an acronym for “service delivery, communication, accountability, logistics, electronic reporting and supportive supervision”. The strategy was introduced to rapidly ramp up COVID-19 vaccine coverage and reinvigorate routine immunisation uptake by expanding access to COVID-19 vaccines outside the health facility. It also provides an opportunity to leverage on the COVID response structure to improve routine immunisation and other basic primary health care.
The Results
Following the launch of the strategy and subsequent updates (SCALES 2.0 and SCALES 3.0), Sydani has successfully supported multiple states to quickly ramp up their COVID-19 vaccination uptake through highly effective performance-driven approaches, resulting in over 4500% increase in daily vaccination rates across supported states.
Our support for the COVID-19 prevention and response also covered:
- Estimation of resource needs and development of resource mobilization plans; donor engagement and donor resource coordination;
- Development and finalization of the National Incidence Action Plan for COVID-19;
- Development of COVID response guidelines for PHC facilities and training of over 200,000 health care providers nationwide using the guidelines;
- Set up and operationalization of COVID command centre at the NPHCDA
- Development of COVID National Deployment and Vaccination Plan (NDVP),
- Assessment and completion of the country’s readiness for COVID-19 vaccine introduction using the VIRAT/VIRAF tools
- Development of a model for nationwide vaccine allocation and distribution,
- Review and finalization of the Advocacy, Communications, and Social Mobilization plan for vaccine roll out
- Development of a social listening approach for collecting community data to refine the vaccine roll-out approach and curb hesitancy and development and
- Costing of the service delivery and supportive supervision plan which involved the determination of optimum HCP required to vaccinate the target population.
